Hamid Bakli holds a doctorate in public international law from the University of Paris V and has completed the US-based constitutional law program from the Amity Institute and the International Visitor leadership program at the Kennedy School of Government at Harvard University. A former associate professor at the ENA (Ecole Nationale d’Administration) in Algiers and a consultant / lecturer at INESG (Institut National des Etudes Strategiques Globales), he also brings extensive experience in strategic consulting and business development for large international digital security groups. In addition to serving on boards of directors, Dr. Bakli is also co-founder of the private startup incubator Capcowork which aims to identify, support and finance innovative projects. Furthermore, Dr. Bakli is a founding member of the RALIAI Cluster (Algerian Network of incubators and actors of innovation) which seeks to bring together under a single umbrella organization the main actors of the Algerian innovation ecosystem.
